TRADOC has a requirement for an unclassified public facing commercial cloud hosting government cloud service. TRADOC requires a contract for services consisting of integrated environments that support all change and interoperability activities for the TRADOC commercial cloud environment. This government cloud environment will contain all required security, service delivery, and capabilities necessary to effectively support this environment. The objective of this effort is to provide products consisting of a TRADOC enterprise cloud based public facing website environment to support cloud migration activities. This environment will contain all required security, service delivery, and capabilities necessary to effectively support cloud migration needs. In addition, TRADOC has a requirement for training of technical staff in order to successfully migrate essential services to cloud providers. These services are requested in order to allow system administrators throughout TRADOC to conduct change and interoperability analysis of organizational applications in an Army approved commercial cloud hosting platform. Microsoft Azure is the only Army approved cloud service provider (CSP) source that directly supports the cyber security requirement to patch and update the environment operating system and other executive software providing the Platform as a Service (PaaS) level of support directly by the CSP. Additionally, TRADOC's Tier 3 support can more effectively assist with maximizing the benefit of the cloud environment through direct coordination with Microsoft. Lastly, TRADOC's local technical administrators have experience operating in the Microsoft Azure environment and retraining to a new environment will incur an additional investment of cost and man hours on the part of the contract support team. Re-hosting to the only other approved cloud service provider would require additional support contracts to enable similar Platform as a Service (PaaS). The current contract was awarded to DCSSP for a quantity of 100 servers of varying configurations utilizing the Computer Hardware, Enterprise Software and Solutions (CHESS) Army Cloud Computing Enterprise Transformation (ACCENT) Basic Ordering Agreement (BOA) vehicle. The task order was competed amongst the 50 ACCENT BOA holders. The contract was awarded on 26 September 2018 with a period of performance of 27 September 2018 through 26 September 2019. The following are the items and services to be provided under the proposed modification: This scope increase of an additional eighteen (18) Windows D2 virtual servers, an additional fifty-five (55) Linux D2 virtual servers, an additional sixty-nine (69) SQL DS12 virtual servers, and an additional 102 Windows D3 virtual servers are required because the current growth of TRADOC's cloud environment has exceeded the expectations of the awarded task order.
