This sources sought is for information and planning purposes ONLY and is issued for the purpose of market research in accordance with FAR Part 10. The Department of the Army, Mission and Installation Contracting Command (MICC), Fort Eustis, Virginia is currently requesting information to determine the existence of viable small businesses that are interested and capable of performing support services for the Army Multi-Domain Targeting Center (AMTC) United States Army Fires Center of Excellence (FCoE) at Fort Sill, Oklahoma. This sources sought is not limited to any socioeconomic program and/or business set-aside. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. As a result of this notice, the Government may issue a Request for Proposal; however there is no solicitation available at this time. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. This acquisition is for support services to enhance the services and flexibility of the AMTC with its Targeting, Joint Fires Integration and training development lines of effort. The contractor shall provide The AMTC Support Services (Bridging Strategy) which provides the capability to coordinate issues on a wide variety of matters pertaining to Army Targeting, Joint Targeting, Joint Integration and Joint/Army training for Tactical and Operational units; and support all ongoing DOTMLPF integration efforts within the AMTC. Specific emphasis will be on joint targeting standards and procedures. Additionally, the AMTC Bridging Strategy will allow rapid establishment of critical Program Oversight of Joint Targeting training/certification that is required to fully employ Joint Fires and Cross-Domain Fires in support of Multi-domain Operations. Please see the attached Performance Work Statement for the required services. The Government contemplates a single firm-fixed price (FFP) award for a base with four option years. The North American Classification Code is 541990, All Other Professional, Scientific, and Technical Services, with a small business size standard of $15M. Area of Consideration for this procurement will be Fort Sill, Oklahoma. Your response shall include the following information: 1) Name and address of company, 2) Point of contact with phone number and email address, 3) Size of Company and socio-economic program (i.e., 8(a), Hub zone, WOSB, SB, Veteran, SDB, Service Disabled Veteran Owned Small Business, all others), and the corresponding NAICS and DUNS code, 4) Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any, 5) Identify relevant past performance on same/similar work dating back three (3) years in size, scope and complexity, 6) Identify what percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors. Note: In accordance with FAR 52.219-14 Limitations on Subcontracting (DEVIATION 2019-O0003) "Similarly situated entity" means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside, and 7) Identify type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) of the proposed subcontractors.
