Combined SOURCES SOUGHT SYNOPSIS/INTENT TO SOLE SOURCE The Mission Installation Contracting Command, Fort Eustis is issuing this sources sought synopsis as a means of conducting market research to identify parties have an interest in and the resources to support this requirement. The U.S. Government currently intends to award a Cost Reimbursable contract for the Review of the Army Baseline Soldier Physical Readiness Requirements Study (BSPRRS) and External Validation of Score Scales. The contract is to capture modeling and simulation data for the six (6) ACFT test events, the CST and MOS tasks to use to validate criterion-referenced ACFT baseline scores at the Black, Gray and Gold levels to ensure that the ACFT is as accurate as possible in assessing a Soldier's ability to perform combat tasks. This work will validate the premise that those soldiers who "pass" the ACFT at the requisite level will be able to accomplish their physically demanding common Soldier tasks and higher-order MOS tasks. The U.S. Government intends to award a contract to the University of Iowa under the authority of FAR 6.302 on an SOLE SOURCE basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. All interested businesses (large and small) may respond to this sources sought synopsis. Small businesses in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price. The NAICS code(s) is 541990 All Other Professional, Scientific, and Technical Services, Size Standard $15M. The statutory authority for the sole source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Attached the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits with workload data. This request for capability information does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. The U.S. Government is not seeking quotes, bids or proposals and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not reimburse any costs incurred in response. Submittals will not be returned to the responder. All responsible sources may submit a response which will be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for determining whether to continue with the sole source procurement use competitive procedures for this procurement. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns.
