This is a non-personal services contract to provide grounds maintenance services for the U.S. Army Garrison Fort Bliss, Texas. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.

NOTICE OF CONTRACT ACTION (NOCA) - The Mission and Installation Contracting Command at Fort Carson (MICC-Ft. Carson) intends to issue a Request for Proposal (RFP) for Ground Maintenance Services at Fort Bliss, TX on or about 12 February 2024 with written proposals due on or about 12 March 2024. This synopsis neither constitutes a Request for Proposal (RFP) nor an Invitation for Bids (IFB), nor does it restrict the government in any way to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This acquisition is a follow-on effort to contract W911S8-19-D-0001. This acquisition is to perform ground maintenance services at Fort Bliss, TX, to include scheduling and performance of mowing and trimming; turf replacement; leaf and debris removal; tree, hedge, and shrub planting, maintenance, irrigation, and fertilization; policing of areas; tree and stump removal. This action is being released as a competitive 8(a) set-aside. The Government intends to award a single Fixed Price (FP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract as a result from this solicitation. The solicitation and resulting contract will be for one 12 month base period and four 12 month option periods. Estimated performance start date is 01 May 2024. The NAICS code applicable to this procurement is 561730. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents from https://www.fbo.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents. All potential offerors are reminded, in accordance with FAR 52.204-7 System for Award Management, Required Central Contract Registration, that lack of registration in the SAM database with a CAGE code and Unique Entity Identifier (UEI) at time of proposal submission will make an offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their SAM Registration. A site visit is anticipated to be scheduled approximately 7 calendar days after release of the final RFP. Specific instructions for the site visit will be included in the final RFP. Specific instructions on submitting comments/questions will be provided in the final RFP. Official responses/proposals to the final RFP will be accepted via email. Electronic copies of all volumes will be required to be received by the Contracting Office at the email address provided in the final RFP by the closing date and time specified in order to be considered for award.
