This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quotes shall reference solicitation number W911RZ-21-Q-0004. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04, Effective 01-19-2021 and Defense FAR Supplement (DFARS) Publication Notice DFARS Change 1/15/2021. This requirement is solicited as full and open competition. Fort Carson intends to award a firm-fixed price purchase order for To Go Supplies to meet a COVID-19 requirement for takeout food at the Dining Facilities on Fort Carson, Colorado (see CLIN structure). The North American Industrial Classification System (NAICS) code for this procurement is 326199, standard size 750 employees. PSC code: 9330. The Contractor shall quote the following Contract Line Item Numbers (CLINs). Pricing shall be F.O.B. Destination which includes delivery to 407th AFSBN/LRC Food Service, ATTN: Jason Gerber, Central Receiving Point, Bldg. 330, 4885 Chiles Ave, Fort Carson, CO 80913. Central Receiving accepts deliveries Monday through Friday. Hours of Operation for Central Receiving are 7:30 a.m. to 3:00 p.m. MST. FOB Destination. All vendors coming into Fort Carson will wear approved face coverings (e.g. cloth mask, surgical mask, or N-95 respirator, as appropriate) when they cannot maintain six feet of social distance in public areas or work centers. Frequency of delivery: Bulk one-time delivery with the option to exercise second shipment within 90 days after date of award. All items must be delivered on pallets. This acquisition requires World Trade Agreement compliance per DFARS 252.225-7020 and DFARS 252.225-7021. This acquisition also requires compliance per FAR 52.223-1 Biobased Product Certification. The Grab and Go items must meet the USDA standards for Biobased content. Disposable Containers: Description: Products designed to be used for temporary storage or transportation of materials including, but not limited to, food items. Minimum Biobased Content: 72% Disposable Cutlery: Description: Hand-held, disposable utensils designed for one-time use in eating food. Minimum Biobased Content: 48% Disposable Tableware: Description: Products made from, or coated with, plastic resins and used in dining, such as drink ware and dishware, including but not limited to cups, plates, bowls, and serving platters, and that are designed for one-time use. This item does not include disposable cutlery, which is a separate item. Minimum Biobased Content: 72% -------------------------------------------------------- All quotes must provide sufficient technical literature to ensure the specifications are met. Vendors will be evaluated on compliance with the attached specifications, price, and acceptability of the proposed delivery date. Compliance with the specifications is just as important as price and acceptability of the delivery date is less important than price. Award will be made to the vendor with the most advantageous combination of the three criteria. Contractors are required to be registered in System for Award Management (SAM) in order to provide a quote. Contractors can register in SAM at https://www.sam.gov. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted through Wide Area Work Flow unless you chose SUS payment-see attachment. You can register for WAWF at https://piee.eb.mil/. The Online Representations and Certifications Application (ORCA) shall be completed and up-to-date (at sam.gov) at the time and due date of the quote to satisfy the requirement of FAR clause 52.212-3. To process Reps and Certs see System Award Management (SAM) Registration as stated in above paragraph. The solicitation contains the revised provisions and clauses 52.204?24 and 52.204?26, in full text. This is to ensure that industry is made aware of the changes to these clauses AND, for 52.204?24, requires industry to complete the fill?in blocks and return the completed clause to the Contracting Officer with their quote. Failure to complete and return 52.204?24 may result in the quote being determined to be non?responsive and rejected. If a contractor response I "will" in paragraph (d)(1) or "does" in paragraph (d)(2) the contractor shall be required to provide the information cited in the revised 52.204?24 with their proposal. Please fill out section d(1) of provision FAR 52.204-24 and mark "will not." If you mark "will" in section d(1) then fill out section d(2) as well. The Contracting Officer intends to make an award without discussions; however that does not prevent the Contracting Officer from holding discussions if it is in the best interests of the Government.
