This is a draft request for proposal issued solely for market research and to gather industry feedback on the Performance Work Statement and contract structure; it is not a formal solicitation and no contract will be awarded from this posting. The requirement is for a non-personal services contract to provide Material Handling Equipment (MHE) and related support services for unit equipment movements at Fort Hood, Texas, and surrounding areas within a 100-mile radius. Specific performance locations include the wash rack, line haul site, Deployment Ready Reaction Field (DRRF), and the Rail Operations Center (ROC) in support of III Armored Corps operations. The work will support deployment and redeployment operations, which may sometimes require 24-hour continuous service as specified in future task orders. This is a procurement for Material Handling Equipment rental and leasing services to be performed on and around Fort Hood, Texas. The contract will be 100% set aside for Small Businesses and will result in Multiple Award Task Order Contracts. The period of performance is a one-year base period with four 12-month option periods, beginning early in the third quarter of Fiscal Year 2026. The contractor must provide operators and equipment capable of handling loads from under 10,000 lbs to 300 tons, including specific recommended equipment types. The government intends to issue a draft Request for Proposals in March 2026.
