The Red River Army Depot (RRAD) in Texas offers an annual, all-or-none sale of approximately 500,000 lbs of baled cardboard, with the final price based on the buyer's bid per pound. The buyer must provide and load the transportation (a flatbed trailer or box truck) at RRAD and make full payment via Pay.gov before the commodities are released. The buyer is responsible for all hazardous material spills on-site and must indemnify the government against any related liabilities or cleanup costs.
