SOURCES SOUGHT for Diesel Engine Driven Cross Drive Dynamometer System INTRODUCTION: The Army Contracting Command - Warren (RRAD) at Red River Army Depot, Texas is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the procurement, turn-key installation, commissioning, testing, and training for a diesel engine driven, electric motor loaded, liquid cooled Hydro Mechanical Power Train (HMPT) transmission dynamometer test system. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full) or procured through full and open competition. Multiple awards will not be made. All small business set-aside categories will be considered. DESCRIPTION AND REQUIREMENT: RRAD is seeking potential sources for the procurement, turn-key installation, commissioning, testing, and training for a diesel engine driven, electric motor loaded, liquid cooled Hydro Mechanical Power Train (HMPT) transmission dynamometer test system. The test system shall be delivered, installed, and made fully operational at RRAD. The purpose of the subject dynamometer test system is to facilitate testing of military cross drive type transmissions such as the Bradley Fighting Vehicle System (BFVS) transmission and Multiple Launch Rocket System (MLRS) transmission. The dynamometer shall provide input power to the transmission using a vendor supplied Cummins VTA903 675HP diesel engine while providing independent electric motor loading to the output drives of the transmission, closely simulating in-vehicle real world operating conditions. The vendor shall provide and install a fully self-contained closed loop non-evaporative liquid based cooling system that rejects heat from the drive engine, output motor loads, and transmission under test to the outside air. The vendor shall be responsible for furnishing, installing, and making operational all components of the complete system, including input drive diesel engine, electric motor output loading system, control and instrumentation system, fuel supply and storage system, exhaust and air intake systems, cooling system, and operator command and control equipment. Upon delivery of the subject equipment, the vendor shall provide complete turn-key installation services for the system, including off-loading from shipment, and complete installation, setup, and commissioning. The vendor shall provide training services to operator, maintenance, and calibration personnel at RRAD - Texarkana, TX. ELIGIBILITY: The applicable NAICS code for this requirement is 334519 with a Small Business Size Standard of 500. The Product Service Code (PSC) is 6620. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this sources sought. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the solicitation will be accepted prior to its release.
