Red River Army Depot (RRAD), Texarkana, TX, has a requirement for the manufacture and supply of solid, low alloy, steel inserts in support for the manufacture of the Bradley Fighting Vehicle (BFV) roadwheel per NSN: 2530-01-310-2237. This is expected to be a requirements contract, Fixed Price with Economic Price Adjustment. Contract period will be two (2) ordering years; two (2) twelve (12) month periods of performance. No guaranteed minimum or maximum quantities. ESTIMATED quantiities are expected to be 5,000 for FY22 and 7,000 ea. for FY 23. Funds will be obligated by the issuance of delivery orders. Technical Data Package (TDP) Access/Non-Disclosure Agreement (a)The solicitation and resulting contract contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C, App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level. (b)To be eligible to gain access to this export controlled TDP (via beta.SAM.gov) an offeror must have a current DD 2345, “Militarily Critical Technical Data Agreement” certification on file with the Defense Logistics Information Service (DLIS). To obtain certification, contractors must submit a DD Form 2345 to the United States (U.S.)/Canada Joint Certification Office (JCO), along with a copy of supporting documentation. DD Form 2345 and instructions can be found on the Joint Certification Program website at: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.as Processing time is estimated at six (6) to ten (10) working days after receipt. (c)The Government requires a “Use and Non-Disclosure Agreement” (NDA) to be signed by an authorized representative of the offeror before the offeror is granted access to the technical data. The appropriate Agreement is available as an attachment and completed. (d) Follow the instructions on the Agreement and email it to travis.n.peterson2.civ@mail.mil (the Contract Specialist). The CS will release access to the TDP. It may take up to 24 hours after approval before the TDP is viewable. (e) Follow instructions in the SF 1449 to submit any offers (See 52.212-1(DEV) in the SF 1449) and for the instructions on the Agreement, and email it to travis.n.peterson2.civ@mail.mil. Any contract awarded as a result of this solicitation will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS)(15 CFR 700), and the contractor will be required to follow all of this regulation.
