The Contracting Division, Pine Bluff Arsenal has a requirement to clean six (6) above ground water storage tanks. Contractor shall provide all necessary labor, personnel, facilities, equipment, transportation, scheduling, supervision, and materials required to complete the tasks identified in the SOW. All work shall be performed in accordance with standards established by the American Water Works Association (AWWA), OSHA, and NFPA, Code 25 Standards. .Contractor will perform the following repairs based on the attached Water Tank Inspection Proposal from Nov 7, 2017 and the ROV Inspections Report Proposal from Jan 8, 2018. Proposed Contractor will remove up to 12 inches of sediment from the floor plates and the remaining sediment on the side plates of all six elevated under tanks. Water tanks can be drained in order to accomplish this. All six metal tanks are 200,000 gallons with a height of 120 feet and a diameter of 50 feet. Work shall be done in such a manner that work is performed on one tank at a time and that tank shall be placed back in service before work begins on the next tank. The type of contract is firm-fixed price. The North American Industry Classification System NAICS code 562991 is applicable. Acquisition is a Small Business Set-Aside. All contractors must be registered and up-to-date in the System for Award Management (SAM.gov). Award will be based on price and price related factors. Offerors shall submit all technical questions to the Contracting Officer, in writing, no later than 10 days prior to the closing date of the solicitation not yet posted.
