The U.S. Army Contracting Command - Aberdeen Proving Ground – Natick Division, on behalf of the U.S. Army Development Command (DEVCOM) Soldier Center (SC), intends to procure on a sole source basis under FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements – sanitation and maintenance of food service equipment, infrastructure and related resources used in the pilot plant, Navy laboratory, and surrounding areas. Services include providing clean and sanitary working conditions on a daily basis, assisting food technologists with setup, breakdown, and reassembly of food processing equipment and workstations, to include performing daily and weekly maintenance for mission critical equipment and assets. This is a combined synopsis and solicitation prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Natick Division is anticipating awarding this contract to Broderick, Michael F. 5 Maple Avenue, Millis, MA, 02054-1116. Broderick, Michael F. is the only known vendor that possesses the unique mix of skills necessary to fulfill the Government requirements. A Firm-Fixed-Price contract will be issued. No solicitation package is available. All responsible sources may submit a capability statement, proposal, and quotation, which shall be considered by the agency. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) code is 811310 (size standard is $11,000,000.00). Required Period of Performance is twelve (12) months after date of award, followed by an option period of twelve months. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price, and past performance. Each is equally important.
