The US Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of the Product Manager Force Sustainment Systems (PM FSS), located at the Natick Soldier Systems Center is issuing a solicitation under the authority of FAR Part 15, for Combat Field Service Equipment Team (CFSET) Services in support of PM FSS missions for three teams; Technical Assistance Team (TAT), the Future Capabilities Integration Laboratory (FCIL) team, and the Fielding and Logistics Support Team (FLS). The Government is anticipating awarding a single Firm-Fixed-Price (FFP) Five (5) Year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The Government reserves the right to award one or no contracts as a result of this solicitation. The North American Industry Classification System (NAICS) code is 541330, (Professional, Scientific, and Technical Services -- Engineering Services), and the size standard is $16.5 Million. Offerors must register in the System for Award Management (SAM) at SAM.gov prior to submission of proposals. It is the offeror's responsibility to check the Beta.Sam website as necessary for any posted changes to this solicitation and any/all amendments. Proposals shall be submitted electronically no later than 3:00:00 PM Eastern Standard Time (EST) 20 July 2020 to the DOD SAFE. Offerors submitting proposals must follow the uploading instructions below in order to receive a link to drop off the proposal no later than (NLT) five (5) business days prior to the due date. No paper copies, CD-ROMs or facsimile submissions will be accepted. Electronic Bid Submission is required through the Army’s Electronic File Sharing Service, DOD SAFE (https://safe.apps.mil). The Product Manager for Force Sustainment Systems (PM FSS) is in need of three (3) teams of personnel to support fielded equipment around the globe; the Technical Assistance Team (TAT), the Future Capabilities Integration Laboratory (FCIL) team, and the Fielding and Logistics Support Team (FLS). The equipment is typically related to Quartermaster activities and includes, field feeding equipment, laundries, showers, latrines, mortuary affairs, tentage, tactical shelters, larger semi-mobile shelters, power distribution, HVAC, smart power management systems, cargo aerial delivery and Force Provider (FP). Primary support is for deployed FP modules. Each module houses up to 150 personnel and consists of tentage, Rigid Wall Shelter, latrines, showers, kitchens, laundries and other enhancements to quality of life in the field. It is anticipated that a question and answer session will be available during the first ten (10) days after a solicitation is released. During that time frame questions shall be submitted via beta.sam.gov no later than the date specified in the solicitation when released (Telephone Calls Will Not Be Accepted). The Government may provide its responses via beta.sam.gov and through amendments. The Government will not guarantee a response to any question and/or clarifications after the submission deadline in the solicitation.
