The U.S. Army Contracting Command, Natick Contracting Division, on behalf of the Defense Biological Product Assurance Office (DBPAO), intends to issue a full and open competition solicitation number W911QY19R0027 under FAR Part 15, for Assembly, Storage and Distribution (AS&D) of DBPAO products used for domestic preparedness, Homeland Defense, counter-terrorist operations and by Other Government Agencies (OGA). The support embodies the manufacture/assembly of consumable reagents and end items for the Joint Portal Shield (JPS) System, a s well as other assays (e.g. Hand Held Assays [HHA]) and sampling kits (e.g. Biological Sampling Kit [BSK]); the storage and/or distribution of DBPAO products including, but not limited to: Electrochemiluminescence (ECL) assays and reagents, Polymerase Chain Reaction (PCR) assays, end items containing LFI and other related products; inventory management; disposal; and shipping to Continental United States (CONUS) and Outside Continental United States (OCONUS) sites. The Government does not intend to use FAR Part 12 for this acquisition. It is anticipated that a firm fixed price contract (cost CLIN for Distribution) shall be awarded to a single or multiple contractor (s). The contract(s) will be for one base year, and four additional option years. The Request for Proposal (RFP) is expected to be issued on or about 6 June 2019. The North American Industry Classification System (NAICS) code for this procurement is 333999 -- All Other Miscellaneous General Purpose Machinery Manufacturing. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM) database. Responses to this solicitation will be evaluated on a Best Value Basis. Proposal costs shall not be reimbursed.
