This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, in conjunction with elements of FAR Part 15, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QY-23-R-1022 and this solicitation is hereby issued as a Request for Proposal (RFP). This solicitation, including any attachments, may be downloaded from SAM.gov at website SAM.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 effective 1 December 2022. This solicitation will be competed using Full and Open competition. The North American Industry Classification System (NAICS) code for this solicitation is 541611 – Administrative Management Consulting; Knowledge Based Services, with a size standard of $21.5M. This written solicitation is issued in accordance with the FAR Subpart 12.603(b) – Streamlined Solicitation for Commercial Items. A Standard Form 1449 (Solicitation/Contract/Order for Commercial Items) will not be used for issuing this solicitation; however, the Government anticipates awarding a single Five Year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contract from this solicitation using the SF1449. The Government anticipates award will be made to the “responsible” Offeror whose proposal represents the best overall value to the Government, based on the results of a complete and thorough Government evaluation of proposals in accordance with (IAW) the evaluation criteria set forth herein. (See FAR Subpart 9.104 for a description of the standards prospective contractors must meet to be determined “responsible”.) The Government intends to evaluate offers and award a contract with discussions. The Government also reserves the right to not award any contract in the event that no proposals are considered to be in the best interest of the Government. Proposals in response to this solicitation are due on 18 September 2023 by 1:00PM EST, and shall be submitted electronically to Jason Papadopoulos at jason.g.papadopoulos.civ@army.mil and Dan Adams at dan.l.adams2.civ@army.mil. FAILURE TO SUBMIT A TIMELY PROPOSAL EXACTLY IN ACCORDANCE WITH THE SUBMISSION INSTRUCTIONS MAY RESULT INTHE OFFEROR’S PROPOSAL BEING REJECTED AS UNACCEPTABLE OR NONCOMPLIANT, AND THEREFORE INELIGIBLE FOR AWARD CONSIDERATION.
