The solicitation number is W911QY-22-R-0143 and this solicitation is hereby issued as a Request for Proposal (RFP). This solicitation including any attachments may be downloaded from SAM.gov at website SAM.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01. The solicitation is a veteran-owned small business set aside. The most applicable NAICS code associated with this project is 238990 (All Other Specialty Trade Contractors). The small business size standard is $16,500,000.00. To be eligible for contract award, offerors must be registered in the System for Award Management (SAM) as under NAICS code of 238990 (All Other Specialty Trade Contractors). This written solicitation is issued in accordance with the FAR Subpart 12.603(b) – Streamlined Solicitation for Commercial Items. The Government anticipates awarding one Firm Fixed Price (FFP) Contract from this solicitation using the SF1449. The Government anticipates award will be made to the “lowest priced technically acceptable” Offeror whose proposal represents the best overall value to the Government, based on the results of a complete and thorough Government evaluation of proposals in accordance with (IAW) the evaluation criteria set forth herein. (See attached Statement of Work for a description of the standards prospective contractors must meet to be determined “lowest price technically acceptable”.) The Government intends to evaluate offers and award a contract without discussions, therefore the initial offer should contain the best offer, however the Government reserves the right to conduct discussions if necessary. The Government also reserves the right to not award any contract in the event that no proposals are considered to be in the best interest of the Government. The Period of Performance is anticipated to be thirty-five (35) days from the issuance of a Notice to Proceed. The primary place of performance for this work will be at the US Army Natick Soldier Systems Center (NSSC), Heritage Lane Family Housing, Natick Massachusetts. A site visit will be held on Monday 29 August 2022. Please see attachment 1 for details.
