The U.S. Army Contracting Command - Aberdeen Proving Ground – Natick Division, on behalf of the U.S. Army Development Command (DEVCOM) Soldier Center, intends to procure on a sole source basis under FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements – Emulate’s Organ-on-a-chip. The Emulate organ-on-a-chip system manufactured by Emulate Inc. allows for assessing military relevant stressors and evaluating nutritional countermeasures on intestinal health and function in a highly physiologically relevant system. This system will provide strong scientific data and guide researchers to develop transitional-based interventions that can be implemented in Warfighter rations to protect against an array of military stressors. The items are as follows: Qty: 1 Emulate HES Service Agreement (SVP-3YR-1O1Z-NAM) 3 Year Service Agreement Qty: 2 Basic Research Chip Kits (BRK-WER-12) Qty: 1 Orb Hub Module 1 (ORB-HM1) Qty: 1 Pod Imaging Adapter Kit (POD-IMG) Qty: 1 Zoe Culture Module 2 (ZOE-CM2) This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Natick Division is anticipating awarding this contract to Emulate, Inc., located at 27 Drydock Ave Boston, MA 02210. Emulate, Inc. is the only company that supports a multi-culture flow system, making this the only unique platform of its kind. Thus, the complex nature of the system, coupled with the high technology readiness level, can be leveraged to support research efforts that use outdated or low TRL systems such that knowledge and data can be readily transitioned to prototype and developmental stages, and ultimately into the hands of the Warfighter. A Firm-Fixed-Price contract will be issued. No solicitation package is available. All responsible sources may submit a capability statement, proposal, and quotation, which shall be considered by the agency. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) code is 541714 (size standard is 1000 employees). Required Period of Performance is one (1) year after date of award. Items will be delivered within 60 days of contract award. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price, and past performance. Each is equally important.
