Response: Model = NMC-150 Number = 40.1292.538-539 Type = 800816.0 Amendment 02 - The reason for this amendment is to extend this combined synopsis/solicitation from 3/22/2022 to 3/24/2022, In addition to the requirements below, all Offers shall resubmit quotes and Offeror’s quote shall contain: 1) Specification response sheet (attached) which shall be submitted with actual figures, not just yes/no responses; 2) Prices (including shipping); and 3) Past performance. For Past Performance, Offeror’s are to submit previous contracts for similar requirements performed in the past 3 years, which contain contract number, date of award, and Contracting POC information. See all attachments. The specification response sheet (attached) will be utilized as part of the basis for evaluation/award. At time of synopsis closing date/time, should offerors not submit ALL requested items your offer will no longer be considered for award. Again, ALL items must be received by 3/24/22 at 2:00PM EST. You may not submit some of the items on time and subsequent items after the closing date/time and still be considered for award. The Department of the Army, ACC-APG, Natick Contracting Division, Natick, MA intends to purchase single edge double bevel blades IAW attached requirement and drawing for use in cutting apparatus (Sauer {Neumag} NMC 150 [NMC-H Series]) to provide staple sized synthetic fiber for production materials to support the Combat Capabilities Development Command –Solider Center (CCDC-SC) Fiber Project Team (FPT). This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is W911QY-22-Q-0034. All other timely offers will be considered. Offers for other products must contain complete product information and prices. This requirement is 100% small business set aside. NAICS Code is 333515. Size standard is 500 employees. The Army’s Office for Small Business Programs concurs with this small business set aside determination. PURPOSE/DESCRIPTION This Sources Sought Synopsis announcement is being conducted to identify potential small business sources that possess the technical capability and qualifications in meeting the Government’s minimum needs for single edge double bevel design blades for use in cutting apparatus (Sauer {Neumag} NMC 150 [NMC-H Series]) to provide staple sized synthetic fiber for production materials in support of Combat Capabilities Development Command –Solider Center (CCDC-SC) Fiber Project Team (FPT). Brief Background: It is anticipated that four shipments of 1,000 blades/shipment or one shipment of 4,000 single edge, double bevel design blades will be procured. The need date of the first 1,000 or all 4,000 to be delivered is 6 to 8 weeks after receipt of order. MINIMUM REQUIREMENTS The contractor WILL BE expected to fabricate single edge, double bevel design blades in accordance with (IAW) the following attached documents: 1. H01 Drawing 2. Specification sheet Additional Information: None THIS SOURCES SOUGHT IS NOT A REQUEST FOR QUOTE/PROPOSAL (RFQ). It is a market research tool being used to determine potential small business firms capable of providing the products and/or services described herein prior to determining the method of acquisition and issuance of a Request for Quote (RFQ). The contractor must be able to meet the minimum requirements. The NAICS for this requirement is 333515 with a size standard of 500 employees. The results of this Sources Sought will be used to determine the method of soliciting this requirement, i.e., 100% set-aside for Small Business, Sole Source, or on an Unrestricted basis. After review of the submitted Sources Sought, ACC-APG, Natick Contracting Command will release a Combined Synopsis/Solicitation to Industry regarding the acquisition strategy/decision (i.e. Unrestricted, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Service Disabled Veteran-Owned Business Set Aside, Sole Source). It is anticipated that the Combined Synopsis/Solicitation will be posted in March 2022. The resulting Contract will use Firm Fixed Price (FFP) provisions. The Contractor shall complete and submit the attached Sources Sought Specification Response Sheet. The Contractor shall address each of the requirements in the Minimum Requirements section and describe how each requirement will be met.
