The Government anticipates that this solicitation, in the form of a Request For Proposal (RFP), will be available on or about 01 April 2021 from the Beta.sam.gov website on-line at beta.sam.gov. The solicitation, specifications, and associated information will be available only on the beta.sam.gov website. DESCRIPTION OF WORK: The Contractor will provide all plant, labor, supplies, materials, equipment, transportation and supervision necessary to provide three types of custom designed materials. The following materials will be procured, via delivery orders, in the proposed acquisition for use as additives: three luminescent materials (up-converters) that include rare earth phosphors that have narrow energy (IR) excitation and emitting in a narrow VIS wavelength. All three rare earth phosphors, will have an emission in the IR wavelength when excited by an N-IR source. All work required shall be in strict accordance with the detailed requirements of the technical provisions and specifications. All deliveries shall be F.O.B. Destination to the U.S. Army Combat Capabilities Development Command (DEVCOM) Natick, MA. The Government anticipates awarding a single Indefinite-Delivery Indefinite-Quantity contract with a base period of one (1) year and four (4) one-year option periods and that all delivery orders under this IDIQ contract will be Firm Fixed Price. The applicable North American Industry Classification Code (NAICS) for this solicitation is 325130 - Synthetic Dye and Pigment Manufacturing and the small business size is 1000 employees. All responsive offers from responsible offerors will be considered. Interested offerors must be registered with in the Systems for Award Management (SAM) system. SAM registration information can be accessed on-line at https://www.sam.gov. Interested offerors are required to post their representations and certifications on-line within SAM.
