Request for Information – Law Enforcement Ensemble Kit (LEEK) The U.S. Army Product Manager for Soldier Clothing and Individual Equipment (PM-SCIE), located at Ft. Belvoir, Virginia, is conducting a Request for Information (RFI) to identify domestic products, suppliers, and manufacturers (reference Federal Acquisition Regulation (FAR) 52.225-1) of a tailorable law enforcement load carriage system for the Military Police (MP) Corps and Law Enforcement (LE) community. PM SCIE has the responsibility to develop, test, and determine the best value for the Government of a sustainable, standardized materiel solution that meets all validated requirements identified by the user community to fulfill an operational capability gap. The Government is conducting market research to acquire information on the types and sizes of businesses that may have a commercially available product that meets the identified capability gap of a standardized Law Enforcement Ensemble Kit (LEEK). The standardized LEEK system will optimally be adjustable to accommodate different MP uniforms, weather conditions, and added equipment for different missions sets. Duty Belt that is interoperable with optional buckleless inner belt and belt keepers. Shall be 2 ¼ inch wide. 2. Buckleless Inner Belt (optional) mated for use with duty belt and all approved accessories. 3. Anchoring system to provide stable, tactically ready foundation for all belt components (i.e. belt keepers). This stay capability shall ensure the wearer can maintain their belt/trousers at hip level. 4. Flashlight that is drop safe from 5 feet, provides a non-slip grip, push button on/off switch activated by one hand at tail-end of flashlight, no longer than 6”, with minimum length of 3”. Must have continuous run time of 2 hours, must provide sufficient light to allow positive identification of an individual holding a knife with a 3” blade at a distance of 50 feet. Flashlight will be waterproof to a depth of 1 meter for 1 hour. Will be powered by disposable batteries. 5. Flashlight holder capable of stowing flashlight. 6. Surgical glove pouch capable of stowing 2 pair of standard, commercial surgical gloves. 7. Handcuffs constructed of heavy duty steel, with 18 tooth, 3-retaining bar system for security. Handcuffs should have positive swing-through action with built-in backloading for fast handcuffing. Shall have reinforced steel swivels for added strength and durability. Must meet NIJ Standard 0307.01. 8. Handcuff pouch capable of stowing handcuffs described in Item 7 and the Army issued handcuffs (i.e. National Stock Number 8465-01-515-3151) used by MPs. 9. Double Magazine pouch that will fit the M17/M18 standard magazines. 10. Radio pouch(es) capable of stowing radio(s) similar to Harris XL200, APX 8000 11. Pepper spray pouch capable of stowing standardized 3 oz pepper spray canister (i.e. MK-4 canister). 12. Baton expandable to 21” – 23” with hard rubber tip. Shall include "auto lock" feature that ensures it will stay open and locked while striking, blocking or jabbing. Shall accommodate optional end cap accessories (i.e. wedge or Hindi). The Baton will collapse when a button or similar mechanism is engaged. Must open using both passive and high profile techniques. Shall be constructed of steel and include a firm foam grip handle. 13. Baton holder capable of stowing baton described in Item 12 and the current Army issued baton (i.e. National Stock Number 8465-01-625-7830) used by MPs 14. Human Electro-Muscular Incapacitation (HEMI) (Taser) Holster capable of stowing X26 or latest model. 15. Key Ring Holder capable of holding standard key rings and features a wraparound closure that holds keys securely and silently. • Additional attributes: o The pouches/holsters must be MOLLE and/or Laser Cut compatible o The duty belt, pouches/holsters must be constructed of hard, non-porous materials. Shall block absorption of blood-borne pathogens and also be able to be cleaned/disinfected/decontaminated by a Soldier using commercial cleaning chemicals without damaging the construction or function of the pouch/holster o System must be interoperable with the US Army Modular Scalable Vest (MSV) and future body armor systems (i.e., attachable to MOLLE webbing/Laser Cut attachment points) o Pouches/holsters must provide secure stowage capability by having flaps with closure hardware. Items in pouches/holsters shall be secured sufficiently to prevent them from falling out while performing LE activities (running, crawling, entrance/exit from motor vehicles). Snaps/hardware should be concealed/hidden under flaps with no hardware exposed on the outside. o System must provide easy and unimpeded quick retrieval of pouch/holder/holster contents o System must be domestically produced and in compliance with Section 2533a of Title 10 U.S. Code (known as the "Berry Amendment") Schedule: PdM SCIE is conducting market research through this RFI to determine industry’s capability to manufacture/deliver a LEEK in sufficient quantities to support: • A Limited User Evaluation in 2QFY21 with 50 users • Laboratory testing in 2QFY21 using up to 20 LEEK systems • Procurement of fielding assets (approximate quantity of 4500-6000 LEEKs) 4QFY21/1QFY22 Responses to RFI shall have the following: • A one page cover sheet that identifies the title, organization(s) size (small or large business), respondent's technical and administrative points of contact - including names, addresses, phone numbers, and email addresses of all co-authors - and clearly indicating its association with this RFI • An information paper of no more than five pages that includes: a description of the design and materials being submitted or developed with part numbers; proof of manufacturability; and the ability and lead time needed to scale up production if requested (production capability / quantities per month) • Materials used shall be identified with Military Specification (MIL-SPEC) or commercial specification number/nomenclature. Any treatments or materials not conforming to a specific MIL-SPEC will require a Material Safety Data Sheet. • Estimated cost per kit/system in a relevant unit of measure (e.g. whole kit, individual item, etc.) • All available test data demonstrating the performance of the material being submitted as it compares to the technical requirements of this RFI • Delivery schedule/lead times that can meet above quantities and schedule • Pictures of the solution Additional Information: • Responding vendors are not required to submit a product demonstration model of their LEEK. • All properly marked proprietary information will be appropriately handled • Any submitted material will NOT be paid for by the US Army and will NOT be returned • Respondents that provide information papers on more than one system must clearly identify the advantages/disadvantages of each of the competing products • Any coatings/finishes added to component materials should be described in the response This request for information is not a formal solicitation nor requires that a formal solicitation be issued (FAR 15.201 (e)). Any relevant company background/experience, business category, costs, and any other information that the company believes demonstrates their value/ability to meet the aforementioned requirements should be included.
