This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with one source, and all authorized third-party resellers of this source, under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Light Conversion-USA Inc located at 619 N Church Ave. STE 3 Bozeman, MT 59715-3087 (CAGE: 8H3T6). This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, effective 7 August 2025. For purposes of this acquisition, the associated NAICS code is 334516. The small business size standard is 1,000. Contract Line Item (CLIN) Structure: The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) Ultra short pulse (USP) Midwave Infrared Optical Paramentric Amplifier (MIWIR OPA) to be delivered to White Sands Missile Range (WSMR) New Mexico via FOB Destination. CLIN 0002: Shipping (FOB Destination) to WSMR, New Mexico Specifications/Requirement: One (1) Ultra short pulse (USP) Midwave Infrared Optical Paramentric Amplifier (MIWIR OPA) Shall have pulse width of less than 100 femtoseconds (fs) Shall have transmit from 2500 nanometers (nm) to 15000 nm Shall achieve an average power of one (1) watt at 3000 nm Shall have signal and Idler outputs available simultaneously Shall have available input for an 80 W 2 milli joule (mj) pump source Delivery: Delivery shall be made no later than 14 months after contract award. Delivery shall be made to 1856 Craig Street White Sands Missile Range (WSMR), NM 88002. Acceptance shall be performed at 1856 Craig Street WSMR, NM 88002. The FOB point is Destination.
