This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract action is for supplies for which the Government is soliciting and negotiating with only one Brand Name source under the authority of FAR 13.501(a). The Government intends to award a contract to all manufacturer authorized sellers of the Universal Robot 5e model Robotic Arm and Precision Gripper/Caliper model NSR-PG-10-20-Ure. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. NOTICE: THIS PROCUREMENT WILL BE CONDUCTED USING A TIERED EVALUATION OF OFFERS. THE FOLLOWING PROCEDURES WILL BE UTILIZED: THIS A SMALL BUSINESS SET-ASIDE THAT WILL CONVERT TO FULL AND OPEN COMPETITION IF NO ACCEPTABLE OFFERS ARE RECEIVED FROM RESPONSIBLE, SMALL BUSINESS CONCERNS. Evaluation Criteria - The specific evaluation criteria to be used are as follows: In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government’s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government’s minimum technical requirement contained in this solicitation. Salient Characteristics: Must be a six (6) axis robot arm with a working radius of no more than 900 millimeters (mm). Must not weigh more than 25 kilograms (kg). Must contain at least one (1) Universal Serial Bus (USB) two-point-zero (2.0) and one (1) USB three-point-zero (3.0) ports to allow connectivity to other electronic devices to retrieve data. Must have a payload of no less than five (5) kg. The platform must contain a no-code solution, Graphical User Interface (GUI)-based operation, connected via cable to robotic arm with cable length of at least four-point-five (4.5) meters. If robotic arm contains Bluetooth capability, it must be able to be turned off while robotic arm is in use. Must have Joint range +/- 360 degrees for wrist joint, elbow joint, shoulder joint, and base joint. Must have Pose Repeatability: +/- zero-point-zero three (0.03) mm, with payload, per International Organization for Standardization (ISO) 9283 or better. Must have operational temperature range of 0-50°Celcius. Must have force sensing precision of at least three-point-five (3.5) Newton (N) with accuracy of at least four (4) N.
