The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the combined capability enabled by 1) modular load cells for variable load ranges, 2) piezoelectric load cells for reciprocating contact experiments, and 3) on-board confocal profilometry for in-situ surface profile measurements. The Government intends to solicit and negotiate with RTEC-Instruments Inc., 1810 Oakland Rd Ste B, San Jose, CA 95131-3216 (CAGE 6RYD8, for Two (2) Tribometers. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet all of the Government’s requirement (see Section 9 below for Salient Characteristics). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. All interested parties should notify this office in writing via e-mail within the posted dates of this Notice of Intent to Sole Source Synopsis. Responses must include: 1. Proposal/Quote with fair market pricing. Ensure shipping and handling fees are included. 2. Technical specification documentation that outlines technical details of the tribometer technology you are offering to fulfill the outlined Government requirement. 3. Commercial and Government Entity (CAGE) /Unique Entity Identification (UEID) codes associated with your active entity record on SAM.gov. You must be actively registered at SAM.gov to be considered for any current or future Government contracts. 4. Type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based upon the 1,000 Employees standard that accompanies NAICS code 334516. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. 5. State whether you are offering products you manufactured as a small business. If you are not offering products you manufactured as a small business, please provide the name of the original manufacturer(s) and their business size(s). Indicate country of origin/manufacturing for products offered. 6. Past experience/ performance information/documentation for contracts similar to the commercial supply requirement outlined in the Salient Characteristics. You may redact any sensitive information. Provided information per contract must include: Name of contracting activity Contract number Contract type Total contract value Synopsis of contract effort with level of detail required to establish that the contract was relevant in both scope and complexity to the current requirement. Contracting officer name and telephone Program manager or TPOC/COR name and telephone Administrative contracting officer name and telephone, if different from “f” List of major subcontractors 7. Whether you can concur to NET30 100% payment terms upon final inspection and acceptance by the Government upon completion of contract scope of work.
