The purpose of this Final RFP publication for the Performance of Analytical Services Associated with Target Descriptions, Vulnerability, Survivability and Kinetic/Non-Kinetic Weapons Effectiveness Studies, Support to Current Operations, and Joint Live Fire (JLF) Program efforts is a competitive Multiple-Award (MA) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the acquisition to develop a suite of innovative, novel and/or unique software solutions and tools to meet the program and service needs of the Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) The Final RFP contains all the solicitation and qualification matrices for this Unrestricted vehicle. In the interest of increasing competition through Small Business participation, the Government shall reserve three (3) awards at the Master contract level for Small Businesses whose proposals are within the competitive range. The North American Industry Classification System (NAICS) code for this acquisition is 541715 – Research and Experimental Development in the Physical, Engineering, and Life Sciences and the Business Size Standard is 1000 Employees. The primary Federal Supply Class/Service (FSC/SVC) Code is (AC11). Offerors are responsible for submitting proposals, and any revisions, and modifications, to reach the designated Government office by the date and time specified in the solicitation (reference Block 9 of the SF33). Proposals will be accepted electronically in accordance with FAR Part 15.208, Submission, Modification, Revision, and Withdrawal of Proposals. The Offeror’s proposal, is to include all five (5) volumes, shall be submitted electronically no later than (NLT) 12:00 PM Eastern Standard Time (EST) on 10 August 2023 via DoD Secure Access File Exchange (SAFE) website at https://safe.apps.mil/ to the designated ACC-APG representatives Crystal L. Demby, Contract Specialist, crystal.l.demby.civ@army.mil and Lee E. Troope, Contracting Officer, lee.e.troope.civ@army.mil. Please Note: Non-CAC users will require a drop-off invitation in order to submit files through the DoD SAFE site. To obtain a DoD SAFE drop-off invitation, Non-CAC users who will be dropping off files via DoD SAFE must notify both Crystal L. Demby, Contract Specialist, crystal.l.demby.civ@army.mil and Lee E. Troope, Contracting Officer, lee.e.troope.civ@army.mil by email three (3) business days prior to drop-off. The email notification must include the Name and E-mail address of the Point of Contact (POC) who will be dropping off the files. This summary is provided solely as an administrative convenience.
