The United States Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901(e)(2), implemented by FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on the requirement for the system to be modular in design to allow for future upgrades and the system must meet the following four (4) critical requirements: The system must be able to resolve currents in the milliamperes (Ma) ranges. Diamond substrates are in their early stage of development, and, as such, are very small in size. Therefore, small, and low current devices are needed to maximize the substrate space. A critical element of diamond surface device technology is the two-dimensional holes gas, which is at the surface of the device, typically called the channel. The behavior of the channel as a function of the input power is imperative to developing this technology. To this end, the HVHALP system shall demonstrate the ability to record and display both the instantaneous voltage and current at the input and output of the devices. For power output performance characterization, the system must be able to pulse currents and voltages with negative and positive voltages that have a magnitude of at least 400V while maintaining Ma current resolution. For surface characterization, the system must be able to synchronize in both continuous and pulsed conditions, the application of Radio Frequency signal and Direct Current (DC) bias. The Government intends to solicit and negotiate with Focus Microwaves Inc. (Focus Micro Ondes Inc.), 4555 Chemin du Bois-Franc Saint-Laurent, Quebec, H4S 1A8 Canada, for one (1) HVHALP System. Focus Microwaves Inc. is a Canadian-owned entity, operating in the U.S. and is the only manufacturer that can meet the Governments minimum requirement for a High Voltage Hybrid Active Load Pull system. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
