Reason for update: Revised Section 3.1 of the Performance Work Statement (PWS) to include supplemental information regarding mission requirements. So Description: Oakwood Electronics L.L.C. Common Sensor Radio The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on proprietary technology developed by Oakwood Electronics for the Common Sensor Radio (CSR). The Government intends to solicit and negotiate with Oakwood Electronics, L.L.C. (261 Winding Ridge Lane, Winchester, Virginia, 22603-1640; CAGE Code: 3HSH1; UEID: RPLUK5KPRG14; Small Business), for CSR Hardware and System Support. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Requirement: The Government requires the procurement of Common Sensor Radio (CSR), a military-grade self-healing mesh network radio hardware and system support. This contract effort will use the knowledge attained while working under previous agreements to produce and deliver CSRs from Oakwood in support of both ARL internal mission research programs and ARL customer programs. In addition, the effort will include incidental system and software development to support research, demonstrations or experiments of new capabilities, and to meet additional operational requirements as it relates to CSR technologies. The Government does not intend to use Part 12 for this acquisition.
