This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Nanoscience Instruments, Inc., 10008 S. 51st Street, Suite 110, Phoenix, AZ 85044 USA, CAGE: 3CT55. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX22Q0200. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. (iv) The associated NAICS code is 334516. The small business size standard is 1000 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): TENTATIVE CLIN STRUCTURE (SUBJECT TO CHANGE): CLIN 0001 – One (1) Each of Desktop Large-Stage SEM with an EDS Detector to include all shipping cost, FOB destination. The Government reserves the right to change the final CLIN structure based upon the quote/bid structure of the winning offeror. (vi) Description of requirements: One (1) Desktop Large-Stage SEM with an EDS Detector to be equipped with the following: High-Brightness (10^7 Ampere per square centimeter per steradian (A/cm² sr)) Cerium-hexaboride (CeB6) electron source with minimum of 1,500 hours of life and no catastrophic failure Minimum of 10 nanometer (nm) resolution and up to 200,000 times magnification Large sample size capabilities: hold up to 4”x4” samples or 36 ½” standard pin stubs Automation of large SEM imaging, never-lost navigation function with integrated high-definition (HD) optical color video camera Fast pumping down time: less than 45 seconds Continuously adjustable beam voltage between 4.8 kilo-Volt (kV) and 20.5 kV High take-off angle (29 degree) for Silicon Drift Detector (SDD) for Energy Dispersive Spectroscopy (EDS) analysis. Variable pressure modes: high vacuum (0.1 Pascal (Pa)), standard (10 Pa) and low vacuum (60 Pal) Differential pumping system (vii) Delivery is required within 29 weeks after contract award (ACA). Delivery shall be made to the ARL-ALC, Shipping and Receiving, Building 102, 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at the ARL-ALC, Shipping and Receiving, Building 102, 2800 Powder Mill Road, Adelphi, MD 20783. The FOB point is Destination.
