(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX23Q0037. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01, effective date 30 December 2022. (iv) The associated NAICS code is 334516. The small business size standard is 1000 employees. (v) The following is a list of contract-line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN0001, Quantity one (1) Laue Camera System to include installation and shipping costs, with shipping terms FOB Destination. (vi) Description of requirements: The Government requires one (1) Laue Camera System to orient diamonds for laser slicing and shaping. The Laue Camera System shall meet the following minimum specifications: Back-reflection CCD or Scintillation Detector/Camera with a large highly sensitive active area and/or capable of continuous read-out of back-reflected x-rays from single crystal diamond. Stage capable of position and orientation of single crystal samples. XYZ motorized stage is required and have a range of motion in XYZ, respectively. Stage goniometer required with rotation freedom in a combination roll, pitch, and/or yaw rotational directions. Support diamond samples between 2 x 2 x 0.5 milimeters (mm) to 25 x 25 x 2 mm. Software package to support detection and analysis of back-reflected single crystal diffraction patterns. User-friendly interface which supports detector control, data acquisition, results display, and analysis of collected data for determining the orientation or mis-orientation of single crystal samples under examination. Provides diffraction identification and analysis of diffraction patterns, feature automatic calculation of orientation from within identified diffraction pattern, calculation of angles relative to an arbitrary axis, misorientation calculation between crystals of different grain orientations, creation and development of custom macros for automation of measurement analysis, and image correction/adjustment capability (i.e., gamma correction, normalization, etc.). Orientation accuracy to within ± 0.1 degree (°) for the purpose of aligning crystals relative to their geometric surface. Engineered sample orientation solution which enables users to directly transfer samples oriented in the Laue system to a laser cutting tool for slicing of crystals. Factory Acceptance Testing: The complete system shall be fabricated, tested, and verified to be compliant with the above specifications at the vendor’s facility prior to being shipped to, installed, and final acceptance testing at the Government facility. Transportation, insurance, packing, testing, and Shipping: on-site installation, acceptance testing which meets acceptance criteria, and training. Shipping to include FOB destination to Adelphi, MD 20783. (vii) Delivery is required by May 31, 2023. Delivery shall be made to U.S. Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at Destination. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government’s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government’s minimum technical requirement contained in this solicitation.
