Synopsis – J&A for Other than Full and Open Competition & Request for Information (RFI) 1. Class Code: 6640 2. NAICS Code: 541715 3. Subject: NOTICE OF INTENT TO SOLE SOURCE - for one (1) Customized Data Acquisition and Control (DAC) system 4. Solicitation Number: W911QX21R0040. 5. Set-Aside Code: N/A 6. Response Date: 15 days after posting 7. Place of Performance: US Army Contracting Command – Aberdeen Proving Ground Adelphi Contracting Division 2800 Powder Mill Rd Adelphi, MD 20783 8. Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on compatibility with extant systems which utilize proprietary hardware and software. The Government intends to solicit and negotiate with Vieletech, Inc., 913 Splendor Point, Florissant, Colorado 80816-7107, for one (1) customized National Instrument-based DAC system that can monitor, control, and acquire data from a Government owned turbomachinery experimental rig. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 9. Requirement: The Government requires one (1) customized National Instrument-based DAC system that can monitor, control, and acquire data from a turbomachinery experimental rig. This DAC system will have at least sixteen (16) analog out (AO), forty-eight (48) analog input (AI), sixteen (16) fast AI, sixty-four (64) thermocouples, sixty-four (64) digital input and digital output (DI/DO), six (6) frequency input (FI), sixteen (16) vibration, two (2) controller area network (CAN), and two (2) gigabit Ethernet interface for PXI express modules as well as LabVIEW application software. The Government does not intend to use Part 12 for this acquisition.
