Subject: NOTICE OF INTENT TO SOLE SOURCE - One (1) Plasma Hydrogenation/Diamond Growth System with dry pumps, computer-controlled recipe-driven operations, and associated critical add-on components. 4. Description: The United States Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901(e)(2), implemented by FAR 13.501(a) – “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. Only one responsible source can meet the Government’s minimum requirements for the Plasma Hydrogenation/Diamond Growth System due to the need for the following four (4) system features: 1) vacuum load-lock; 2) ultra-high vacuum (UHV) grade seals; 3) high quality optical access; and 4) a cold/heated stage (See Salient Characteristics file attached separately). The Government intends to solicit and negotiate with Seocal, Incorporated, 780 Montague Expressway, Ste 506, San Jose, California, 95131-1319 (CAGE Code: 5KZQ8), for one (1) Plasma Hydrogenation/Diamond Growth System with dry pumps, computer-controlled recipe-driven operations, and associated critical add-on components. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 9.
