The Government requires a high precision battery tester that includes: - Twenty (20) grams of Niobium Tungstate (NWO) fast charge anode powder that is required to build and test half-cells to determine capacity, cycle life, and power capability of the raw starting material. This material shall be supplied along with technical documentation on how to formulate, coat, and calendar electrodes to achieve fast charge performance. - Twenty (20) 4.0 Amp hour (Ah) high power NWO rechargeable electrochemical cells that is required for a fast charge demonstration project in the Fast Efficient Energy Distribution (FEED) portion of an Adelphi Research Laboratory (ARL) Essential Research Program (ERP). The cells should be capable of charging and discharging over a 2.0-3.2 volt (V) range; should be capable to 40 amps (A) charge / discharge for 1000 cycles; and have a minimum specific energy of 130 watt-hour per kilogram (Wh/kg).
