The United States Government intends to solicit and negotiate with only one source under the authority FAR Part 6.302-5 – Authorized or Required by Statute based on FAR Part 6.302-5 (b)(6) -- Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). The Government intends to solicit and negotiate with Advanced Resource Technologies, Inc., 1555 King ST STE 400 Alexandria, VA, 22314-2738 for 5 year Indefinite Delivery Indefinite Quantity Contract (IDIQ) for Multilingual Computing And Analysis Scientific Research, Development, Testing, Analysis And Data Generation Support Services. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 9. Requirement: The government requires scientific research, development, testing, analysis and data generation support to continue and extend efforts for the development, integration and customization of language technologies, including Optical Character Recognition (OCR), Machine Translation (MT), Speech Synthesis and Automatic Speech Recognition (ASR) for the U.S. Army and various Army Research Laboratory customers. A unique aspect of the support required is that the Contractor must provide personnel who are highly proficient in low density languages of military interest and who are also capable of performing software and system development tasks associated with research and testing. The Government does not intend to use Part 12 for this acquisition.
