The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a), Only One Responsible Source based on the equipment’s compatibility with the unique formatting and mapping requirements (programming language) of the Army Research Laboratory and it’s ability to meet customer standards under harsh machining material conditions. The equipment is only available from one authorized reseller identified by the Manufacturer, Hwacheon. The Government intends to solicit and negotiate with MD Machinery, Inc., 1994 Conan Doyle Way, Eldersburg, Maryland, 21784, for one (1) Hwacheon Machining Center Machine and one (1) Hwacheon Turning Center. SEE ATTACHED DOCUMENT FOR SALIENT CHARACTERISTICS This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
