Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Performance Work Statement B.1 Background The US Army Research Laboratory (ARL) of the Combat Capabilities Development Command (CCDC) is investigating mobility technologies, such as self-propelled Hi-Rail devices, that could be incorporated onto manned or unmanned combat vehicles, and allow the vehicles to ingress and digress between rail tracks and roads worldwide. B.2 Objective The primary objective of this requirement is to conduct a maximum six (6) month feasibility study of the rough order of magnitude (ROM) estimated cost and corresponding phases required to develop a prototype of a self-propelled Hi-Rail System. B.3 Requirements B.3.1 The feasibility study shall outline the ROM and corresponding phases necessary to develop a prototype of a self-propelled Hi-Rail System that contains the following capabilities: B.3.1.1 The potential capability of using electric and/or hydraulic power from a host vehicle to propel the host vehicle on railroad tracks. B.3.1.2 Shall be capable of achieving an on rail speed of at least 20 miles per hour (mph). B.3.1.3 Shall be capable of lifting/raising a minimum of 35,000 pound (lb) vehicle from road to rail. The Candidate test platform is a tracked combat vehicle. B.3.1.3.1 The Contractor shall determine if the technology can be scaled to handle heavier combat vehicles and determine the maximum weight of a combat vehicle it can handle without breaking. B.3.1.4 Shall be retractable to allow a vehicle to operate on the road or ground. B.3.1.5 Shall allow a maximum two (2) man team to physically or mechanically adjust to various rail track widths found worldwide. B.3.1.6 Shall conform to US Department of Transportation (DOT) standard safety requirements. B.4 Contract Deliverables B.4.1 The Contractor shall submit a final report to the technical end user at the conclusion of the feasibility study. The final report shall document the findings and issues resulting from the feasibility study and include a ROM estimation of the Hi-Rail System level of effort cost to complete. B.5 Distribution B.5.1 Distribution Statement A. Approved for public release; distribution is unlimited. C.
