This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: THIS PROCUREMENT WILL BE CONDUCTED USING A TIERED EVALUATION OF OFFERS. THE FOLLOWING PROCEDURES WILL BE UTILIZED: THIS A SMALL BUSINESS SET-ASIDE THAT WILL CONVERT TO FULL AND OPEN COMPETITION IF NO ACCEPTABLE OFFERS ARE RECEIVED FROM RESPONSIBLE, SMALL BUSINESS CONCERNS. FOR OFFERS TO BE CONSIDERED ACCEPTABLE, THEY MUST MEET ALL TECHNICAL REQUIREMENTS CONTAINED IN THE SOLICITATION AND BE COMPETITIVE IN TERMS OF MARKET PRICES, QUALITY, AND DELIVERY. The small business size standard is 1,000 employees Contract Line Item (CLIN) Structure: The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Specifications/Requirement: CLIN 0001: Two (2) high-speed cameras that meet the following minimum requirements: o 12-bit Complementary metal-oxide-semiconductor (CMOS) image sensor o Sealed body design that prevents dust and corrosive particles from contaminating sensitive electronics o Ability to be synchronized with another identical high-speed camera for synchronized stereo imaging o Minimum shutter speed of 159 nanoseconds (ns) o Ability to control lens remotely (one (1) remote lens controller per camera) o Frame rate at 1024 x 1024 resolution of at least 20,000 frames per second (fps) o Maximum frame rate of 2,000,000 fps or higher o 128 gigabytes (GB) of memory o Compatible with Photron FASTCAM Viewer (PFV) software o Ability to turn off cooling fan o Remote mechanical shutter to allow remote system calibration (black reference) o Compatible lens mount options: C-mount and F-mount o Shutter control independent of lens (G-Type F-mount) o Light sensitivity (International Organization of Standardization (ISO)): minimum of 50,000 (monochrome) o Shipping/storage case for each camera with cutouts for camera and accessories Delivery: Delivery is required within eight (8) weeks after contract award. Please note: the Small Business Administration (SBA) Non-Manufacturer's rule applies for this solicitation. The SBA Non-Manufacturer's rule states that all small businesses who respond to this potential total small business set-aside must either: (a) Offer a product they manufactured, (b) Offer the product of another small business, or (c) Obtain a waiver from the SBA if offering a product manufactured by a large business. II. Evaluation Criteria - The specific evaluation criteria to be used are as follows: In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government's minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government's minimum technical requirement contained in this solicitation.
