This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice of Intent to Sole Source- The proposed contract action is for supplies for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is RE-SOL, LLC. DUNS: 143691678 CAGE Code: 3R6S3. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-21-Q-0228. This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. (iv) The associated NAICS code is 334513. The small business size standard is 750 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 - One (1) Fuel Flow Bench that pulls fuel from an external fuel source, controls supply pressure, and measures density, temperature and flow rate. (vi) Description of requirements: The Government requires a Fuel Flow Bench with the minimum salient characteristics/specifications specified below: The fuel bench shall be able to run on heavy fuels including jet fuels (JP-8, F-24), diesel, and bio-derived diesel/jet fuels. The fuel bench shall be able to provide maximum fuel supply pressure of 1800 bar. The fuel bench shall be able to measure flow rate within a range of 0.1 to 40kg/h. The fuel bench shall be able to control fuel supply temperature of up to 50 deg C. The fuel bench shall have a digital encoder on motor shaft. The fuel bench shall be mounted on a mobile cart with cage and panels around the high-pressure components. The fuel bench shall have RS485 Modbus/TCP interface with analog and frequency output, and Ethernet interface to communicate with data acquisition system. (vii) Delivery is required within sixteen (16) weeks After Receipt of Order (ARO). Delivery shall be made to Shipping & Receiving, 6375 Johnson Road, Building 321, Aberdeen Proving Ground, MD 21005.
