The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on the only manufacturer able to provide the required engine components readily available as Commercial Off-The-Shelf (COTS) hardware that meets all performance measurements based on electric turbocharger hardware propriety design information, capabilities, and performance measurements that interface with Government-own engine. The Government intends to solicit Pankl Turbosystems GmbH, with an address of Rudolf-Diesel-STR. 24, Mannheim, Baden-Württemberg, Germany, 68169 for two (2) controllers/inverters and two (2) electric assisted turbochargers with associated hardware. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Objective: The Government requires two (2) electric turbochargers and two (2) controllers/inverters with associated hardware. The electric turbocharger shall be capable of providing motor–generator speed measurements. The turbochargers and controllers/inverters shall also have minimum 32-kilowatt (kW) 400-Volts (V) bidirectional regenerative Direct Current (DC) power supply.
