This requirement is for Analytical Chemistry Characterization Services - Nuclear Magnetic Resonance (NMR) Spectroscopy, Mass Spectrometry (MS), and X-ray Crystallography to include one (1) base year and two (2) 12-month options. The United States Government intends to solicit and negotiate with only one source under the authority of 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with University of Maryland, Office of Research Administration 3112 Lee Bldg 7809 Regents Drive College Park Maryland 20742-0001, for Analytical Chemistry Characterization Services - Nuclear Magnetic Resonance (NMR) Spectroscopy, Mass Spectrometry (MS), and X-ray Crystallography. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Government does not intend to use Part 12 for this acquisition.
