The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501 based on the Spot Robot being the only commercially available quadruped robot that is capable of maneuvering through obstacles typically found in Booby Trapped Structures (BTS). There are no other commercially available robots that provide similar capabilities in terms of mobility, size, ruggedness, and breadth of technology, nor could another vendor mimic the movement abilities of the Spot robot due to the patents Boston Dynamics holds. Government intends to solicit and negotiate with Boston Dynamics, Inc. (78 Fourth Ave., Waltham, MA, 02451-7507), for two (2) lease agreements for two (2) Spot Robots with Spot CAM + PTZ and Spot GXP payloads to include training, technical support, software updates, and control hardware for six (6) months with two (2) options to extend each lease for an additional six (6) months and two more options to lease two (2) additional Spot robots for a duration of six (6) months. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
