The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on Cryogenic US, LLC being the only company capable of providing an 18T CFMS that can meet the Government's minimum requirement. The Government intends to solicit and negotiate with Cryogenic US, LLC, 1360 Beachmont St. Ventura, CA 93001-4226, for one (1) High-Field Cryogen-Free Measurement System (CFMS) that meets the following parameters: •1) Must be a dry (cryogen-free) system (completely closed-cycle operation). •2) 18 Tesla (T) or greater magnetic field •3) Dual axis rotator •4) Rapid sample exchange (less than one (<1) hour) •5) Sample space greater than (>) one (1) centimeter (cm) squared (1cmx1cm) •6) Minimum of eight (8) electrical contact pads •7) Standard temperature range of 1.6 Kelvin (K) - 400 K •8) Compatible with low temperature options capable of temperatures less than 100 milliKelvin (<100mK) •9) Electrical noise of less than ten nanovolts per root Hertz (<10 nV/?Hz) •10) Properly grounded for mesoscopic measurement •11) System has been well tested with greater than one year of customer testimonial. In addition, ARL requires the following components for the CFMS: •1) One (1) RnX - DC resistivity Hall effect module •2) One (1) RTR-2X - Dual axis rotator for 52mm VTI •3) One (1) System packing ex-works •4) One (1) System commissioning by Cryogenic-author •5) One (1) AC Resistance/Hall Effect module This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
