The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. (11) A. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section B are subject to change prior to the release of any solicitation. B. Salient Characteristics The Contractor shall provide one (1) reactor including shipping to the Adelphi Laboratory Center (ALC) in Adelphi, Maryland 20783-1138, installation, commissioning support, and training that meets the following minimum requirements: •· Shall make bio-oil at a minimum of one (1) liter per hour •· Shall convert biomasses to bio-oil. The range of moisture contents of the biomasses is ten (10) weight percent (wt%) to 40 wt %. •· Shall have the capability to process wood, grass, solid wastes and have a temperature control ? 500 °C •· Shall be capable of handling biomass with a high ash content of greater than 0.5 wt.% on a wet biomass basis •· Shall be capable of providing a high biomass carbon conversion •· Shall be capable of providing a high residence time greater than 10 seconds for biomass solids •· Shall have the capability to control the vapor residence time between two (2) and 100 seconds •· Shall include the capability to study the effectiveness of zeolite catalytic material •· Shall include on-site installation •· Shall include commissioning support for a minimum of one day •· Shall include training within two weeks of reactor delivery to ALC for a maximum of three (3) Army Research Laboratory (ARL) employees to operate the pyrolysis system.
