This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: THIS PROCUREMENT WILL BE CONDUCTED USING A TIERED EVALUATION OF OFFERS. THE FOLLOWING PROCEDURES WILL BE UTILIZED: THIS A SMALL BUSINESS SET-ASIDE THAT WILL CONVERT TO FULL AND OPEN COMPETITION IF NO ACCEPTABLE OFFERS ARE RECEIVED FROM RESPONSIBLE, SMALL BUSINESS CONCERNS. Contract Line Item (CLIN) Structure: The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 - SUBCOMPACT TRACTORS, QTY OF TWO (2), 1 EACH Specifications/Requirement: The Government requires the purchase of two (2) subcompact four-wheel drive tractors, in accordance with the below Salient Characteristics: 1. Shall be a subcompact, four-wheel drive tractor, with a minimum of 23 horsepower diesel motor. 2. Shall have a hydrostatic two (2) range transmission with twin touch foot pedal control. 3. Shall have four-wheel drive (4WD) capability with power steering. 4. Shall have a loader mounting system designed for easy mounting and removal. The loader shall have a lift capacity at a minimum of 900 pounds (lbs) and a minimum lift height of 72 inches ("). 5. Shall have a three (3) point hitch capability for attachments with sway bar attachments. 6. Shall have a mid and rear mount power take off (PTO), operating at least 540 revolutions per minute (RPM). 7. Shall have a 60" cutting width mid-mount PTO driven mower with mechanical lift and side discharge. 8. Shall have Turf style front tires, with a minimum size of 18 (diameter) x 8.5-10 (width of tire and rim diameter) and Turf style rear tires, with a minimum size of 26 (diameter) x 12-12 (width of tire and rim diameter), so as not to damage grass area's during wet mowing seasons. 9. Shall have factory rear remote control valve kit to allow acceptance of rear implements. 10. Shall have a minimum six (6) year power train warranty. 11. Shall be delivered to Aberdeen Proving Ground (APG), MD 21005. Delivery: Delivery is required within 45 days after award. Delivery shall be made to the U.S. ARL Shipping & Receiving, 6375 Johnson Road, Bldg 321, Aberdeen Proving Ground, MD 210052201 Aberdeen Boulevard, Aberdeen, MD 21005. Acceptance shall be performed at the U.S. ARL in Aberdeen, MD 21005. The FOB point is destination (U.S. ARL in Aberdeen, MD 21005). Clauses: I. The following addenda have been attached to this provision: In addition to the requirements set forth in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong. II. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because the services being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). III.
