This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The small business size standard is 1,000 employees (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Upgrades for Spectral Coverage up to 1650 nm (NIRup+), and for Phosphorescence Lifetime Capability (MCSup). CLIN 0002 Shipping (vi) Description of requirements: The US Army Research Laboratory requires near-infrared spectral coverage and phosphorescence lifetime capability upgrades for existing Edinburgh Instruments FS5 fluorometer for characterization of chromophores. Upgrade for Spectral Coverage up to 1650 nm Extended spectral range of the FS5 with no loss of sensitivity in the UV/Visible. A second emission channel is added which is optimised for measurement of luminescence emission in the NIR from 950 nm-1650 nm. The upgraded system retains the standard FS5 emission channel and PMT. The -NIR+ version adds an additional NIR optimised grating, additional second order filter, computer controlled swing mirror and thermoelectrically cooled PMT1700. Additions to the emission channel - Second 830 g/mm grating optimised for 1200 nm - Infrared order sorting filter - Detector selecting, computer controlled, swing mirror Additional Detector - PMT1700 NIR single photon counting photomultiplier module with spectral coverage from 950 nm to 1650 nm Upgrade for Phosphorescence Lifetime Capability Allows the measurement of phosphorescence decays in the time range < 10 ?s to 10 s using the method of Time Resolved Single Photon Counting. Additional Opto-mechanics - Computer controlled mirror for source selection Additional Light Source - 5 W Xenon flashlamp as a pulsed source Additional Data Acquisition Electronics - MCS/counter module - Time ranges: 5 ?s to 10 s (MCS mode) - Maximum channels 8000 (depending on time range) - Minimum bin width 10 ns (MCS mode) Additional Software Features - Full reconvolution analysis of up to 4 exponentials based on Marquardt-Levenberg algorithm - Time Resolved Emission Spectra (TRES) acquisition and data slicing (vii) Delivery is required by four (4) months after receipt of order.
