The sale involves approximately 1,000,000 lbs. of steel turnings (high-grade 4340 alloy with possible small amounts of brass, copper, Inconel, aluminum, and stainless steel) sold as-is per pound, with no on-site sorting and on an all-or-nothing basis. Performance is at Watervliet Arsenal. Payment is due via pay.gov within 5 days of receiving the invoice and before scrap removal; any weight-based adjustment invoice or credit is also due within 5 days of receipt. Removal scheduling and actual weight determination occur after award, and the contractor must supply a covered roll-off dumpster, cover all freight costs, and secure the scrap while WVA loads it. Proposals are submitted per pound.
