STATEMENT OF WORK (SOW) FOR UPGRADE INTENSIFIER HYDRAULIC CONTROLS AT Watervliet Arsenal W16H1F921300V0 Support Division (TAWV-ODR) PART 1 GENERAL 1.01 Overview. A. This Statement of Work (SOW) defines the effort required to Upgrade the Intensifier Hydraulic Controls. 1.02 Hours of Operation. A. Normal duty hours are 7:00 AM through 4:30 PM, Monday through Thursday, and 7:00 AM through 3:30 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday. 1.03 General Requirements. A. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at: http://www.wva.army.mil/Documents/Contracting/WAIC.pdf B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW. 1.04 Safety Requirements. A. General. 1. The contractor shall be responsible for complying with all DOD, Army, Federal, and State health and safety requirements which are applicable to this project, and shall use all means and precautions available to ensure the safety of the occupants and protection to the existing buildings and structures. 1.05 Applicable Documents. A. Watervliet Arsenal Instructions for Contractors (WAIC). B. All applicable OSHA, CMAA and ASME Specifications and Standards C. NFPA 70 - National Electric Code (NEC), NFPA 33, OSHA 1910.107. 1. (2014; AMD 1 2013; Errata 1 2013; AMD 2 2013; Errata 2 2013; AMD 3 2014; Errata 3-4 2014; AMD 4-6 2014). PART 2 ITEMS OF WORK A. General. STATEMENT OF WORK 2.01 Upgrade Intensifier Hydraulic Controls. A. Work needs to be accomplished in two (2) stages. : 1. First stage is to make necessary changes to system to be able to implement the desired control scheme: a. Add logic to enable dwell at operator selected pressure b. Add logic to enable pausing the pressurization at intermediate pressures c. Add logic to provide entry and display of parameters in SI Units d. Provide automatically adjusted flow rate to taper pressure rate as pressure approaches target pressure. e. Provide additional method to control target pressure via feedback loop and flow control. f. Add HMI graphic display which consolidates the controls and information related to the test sequence. g. Update documentation including data collection and trending functions. h. No changes to the Dump Valve, Preload, Aux and Jack Press subsystems. 2. Second stage is equipment changes to improve performance: Replacment of the Autofrettage PLC CPU, communications adapters and associated software. 3. Equipment is to be tested with WVA personnel to ensure proper operation. 4. Contractor will provide training to WVA personnel on proper operation of system. 5. Contractor to provide updated system drawings and updated operator manual. Documents to be provided in both paper and electronic format. 6. 1 year warranty support to be provided for all material and software.
