This small-business set-aside RFQ seeks cleaning, impregnation, and proof pressure testing of various hydraulic manifolds for CLET heat exchangers, including first article samples, under a Performance Work Statement. The resulting contract is anticipated as an IDIQ with a minimum value of $7,000 and maximum value of $2,000,000, awarded around 27 October 2026, with estimated period of performance from 28 October 2026 through 27 October 2031. Work will be performed at and delivered/accepted to Letterkenny Army Depot, 1 Overcash Avenue, Building 9950, Chambersburg, PA 17201. First article test samples are due within 35 calendar days after the period-of-performance start date following receipt of order, while cleaning and impregnation must be performed within 14 calendar days after that start date, with impregnation occurring within 144 hours of cleaning. Offerors must satisfy export-controlled drawing access requirements, including active SAM.gov registration, JCP certification, and an active NIST rating in SPRS, and will be evaluated on technical, past performance, and price.
