Letterkenny Munitions Center (LEMC), located at Letterkenny Army Depot (LEAD) intends to issue a Firm Fixed Price (FFP) requirements type service contract to perform services and repairs to lightning protection systems. The lightning protection systems consist of 1) integral systems (lightning rods) - air terminals mounted directly to the facility or structure to be protected, down conductors and a grounding system; 2) mast systems - an air terminal (lightning rod) on a mast, down conductors and an earth electrode subsystem; and 3) catenary systems (overhead wire) - one or more overhead wires strung between masts and connected to a grounding system. A Performance Work Statement will be provided with the solicitation. The period of performance of this contract will include one (1) base year and four (4) options years. The procurement will be 100% set aside for small businesses. The 2022 North American Industrial Classification System (NAICS) code 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, the size standard is $12.5 million, and the service code for repairs is J042 – Maint/Repair/Rebuild of Equip- Fire Fighting/Rescue/Safety Equip; Environ Protect Equip/Matls; the service code for testing is H213 – Equipment and Materials Testing- Ammunition and Explosives. This will be Freight On Board (FOB) destination to Letterkenny Munitions Center. This requirement will utilize Simplified Acquisition Procedures in accordance with FAR Subpart 13.5. Solicitation number W911N226QA008 will be released on or about 05 November 2025 with a closing date on or about 21 November 2025. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. All interested sources may submit a proposal, which shall be considered by this agency.
