SYNOPSIS (Sole Source) W911N224R0012 NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, firm-fixed requirements type supply contract for various sole source parts utilized in Electrical Power Plant III (EPP III) generator repair to Vincorion LLC, 16 Zane Grey St, Suite 100, El Paso, TX 79906, CAGE 1VD61. The ordering period of this contract will include one base year plus four option years. The Government does not possess the technical data package (TDP). The TDP is proprietary to Vincorion LLC, the original equipment manufacturer (OEM). This will be Freight On Board (FOB) destination to Letterkenny Army Depot. The 2023 North American Industrial Classification System (NAICS) code 335311 - Power, Distribution, and Specialty Transformer Manufacturing, the size standard is 800 employees and the product code is 2920 – Engine Electrical System Components, non-aircraft. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Simplified Acquisition Procedures at 41 U.S.C. 1901, as implemented by Federal Acquisition Regulation Subpart 13.5. Solicitation number W911N2-24-R-0012 will be released on or about 12 September 2024, with a closing date on or about 10 October 2024. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. A copy of the solicitation can be downloaded from https://www.sam.gov on or about 12 September 2024. All interested sources may submit a proposal which shall be considered by this agency. It is noted that offerors must be registered in the System for Award Management (SAM) Database to receive a Government contract award. Offerors may register for SAM at: https://www.sam.gov. Sources Sought The Army Contracting Command – Letterkenny Contracting Office (CCAM-DSL) is issuing this Sources Sought/Request for Information as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for miscellaneous Vincorion parts for the RECAP and RESET programs at Letterkenny Army Depot. See attached parts list. The Government does not own the TDP and does not have Drawings. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 335311 – Power, Distribution, and Specialty Transformer Manufacturing. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Contractor should not provide any pricing information. The sole purpose of this request is to locate qualified, experienced, and interested potential sources.
