NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, Hybrid, Firm-Fixed Price (FFP), Time-and-Materials (T&M), Cost-Plus Fixed-Fee (CPFF), requirements, service contract to recapitalize and repair, to a “like-new” condition, of Switch Multiplexer Units (SMUs), SMU Power Supplies, and Circuit Card Assemblies (CCAs) to General Dynamics Mission Systems (GDMS), 400 John Quincy Adams Road, Tauton, MA 02780, CAGE Code 67032. The period of performance of this contract will include one base year and two (2) option years. The Government does not possess the technical data package (TDP). The TDP is proprietary to the original manufacturer, GDMS. This will be Freight On Board (FOB) destination to Letterkenny Army Depot and Communications-Electronics Command (CECOM). The 2022 North American Industrial Classification System (NAICS) code is 811210 – Electronic and Precision Equipment Repair and Maintenance, the size standard is $34 million, and the Product Service Code (PSC) is J010 – Maint-Repair-Rebuild of Equipment - Weapons. The Statutory Authority permitting Other than Full and Open Competition for this action is U.S.C. 3204(a)(1) and (b)(B)(ii) as implemented in FAR 6.302-1(a)(2)(iii), “For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in — (B) Unacceptable delays in fulfilling the agency’s requirements”. Solicitation number W911N223R0023 will be released on or about 06 July 2023, with a closing date on or about 07 August 2023. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. A copy of the solicitation can be downloaded from https://www.sam.gov on or about 06 July 2023. All interested sources may submit a proposal which shall be considered by this agency. It is noted that offerors must be registered in the System for Award Management (SAM) Database to receive a Government contract award. Offerors may register for SAM at https://www.sam.gov.
