NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, Firm-Fixed Price, requirements, supply contract of four (4) each, per year, of 2500 PSI Hydraulic Cylinder Assemblies to STS Operating, Inc. (dba The Hope Group), 70 Bearfoot Road, Northborough, MA 01532-1514, CAGE Code 8FWG4. The period of performance of this contract will include one base year and four (4) twelve month options years. The Government does not possess the Technical Data Package (TDP). The TDP is proprietary to the original manufacturer Raytheon Corporation. This will be Freight On Board (FOB) destination to Letterkenny Army Depot. The 2017 North American Industrial Classification System (NAICS) code 333613 – Mechanical Power Transmission Equipment Manufacturing, the size standard is 750 employees, and the Federal Supply Code is 3040 – Miscellaneous Power Transmission Equipment. The Statutory Authority permitting Other than Full and Open Competition for this action is U.S.C. 2304(c)(1) as implemented in FAR 6.302-1(a)(2), “Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements”. Solicitation number W911N21R0005 will be released on or about 3 November 2020 with a closing date on or about 9 November 2020. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. A copy of the solicitation can be downloaded from https://beta.sam.gov on or about 3 November 2020. All interested sources may submit a proposal which shall be considered by this agency. It is noted that offerors must be registered in the System for Award Management (SAM) Database to receive a Government contract award. Offerors may register for SAM at: https://www.sam.gov.
