SYNOPSIS (Sole Source) W911N2-21-Q-0030 NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, firm-fixed supply contract for the Level 1 Active Shooter Training Kit used for Advanced Law Enforcement Rapid Response Training (ALERRT) to KDL Solutions, LLC, 48 Frye Road, Hattiesburg, MS 39401-8850, CAGE code 746N9. The contract will be a one-time procurement. The Government does not possess the technical data package (TDP) as the kits are proprietary to KDL Solutions, LLC and were developed in coordination with ALERRT at Texas State University. This will be Freight On Board (FOB) destination to Letterkenny Army Depot. The 2019 North American Industrial Classification System (NAICS) code is 611696 – All Other Miscellaneous Schools and Instruction, the size standard is $12,000,000.00, and the product code is 6910 – Training Aids. The Statutory Authority permitting Other than Full and Open Competition for this action is U.S.C. 2304(c)(1) as implemented in FAR 6.302-1(a)(2), “Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements”. Solicitation number W911N2-21-Q-0030 will be released on or about 14 MAY 2021, with a closing date on or about 24 MAY 2021. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. A copy of the solicitation can be downloaded from https://beta.sam.gov/ on or about 14 MAY 2021. All interested sources may submit a proposal which shall be considered by this agency.
